Use Google to research file hosting sites. Sites I've seen used recently:
Rapidshare, Mediafire, Megashares, RapidGator, Netload, Filefactory.
All of these have limitations, caveats and downsides for free users. That's how it is with File Lockers at the moment. RapidGator for example makes you wait 15 minutes between each download and their speeds for free users are pretty slow. But that's to entice people to pay for Premium Service so they can make money. From a business standpoint, it'd be ridiculous for their free options to be as good as their pay options. That's how Mediafire was about 10 months ago. They probably got a lot more users when Megaupload shut down and realized they'd be losing money if they didn't change their methods.
There are free Usenet options, do some research on that if you want to try that option. I think Wabid has researched A LOT of different Usenet options, so you can send him a PM about it or post

There is no magical file locker or cloud hosting service that you can upload and download from with no hassle for free.
But, if you are willing to spend some money, here's the BEST way to upload fanedits. Go to NewsDemon and buy a BLOCK of Usenet downloads. Then you ask for Upload permissions, follow Q2's guide and away you go. As long as that block of downloads doesn't expire you can upload as much as you want/can to Usenet. 3 months ago I paid $20 for 200GB of downloading from Usenet. I've been smart about what I download so I still have space left and therefore still have upload permissions. And when that block expires I'll definitely buy another block, as that means I can continue uploading fanedits without worrying about them being taken down.
