What Is The Legal Rules when it comes to workprints? Can someone make a FE?

Workprints are a new thing to me, I get the basic premise but want to know more about them; Where do you find them, how legal are they to distribute if there of classic films and can people fan edit with them? For example I wish to view a fan edit (if someone would make it) of the Lion King 2 with both the theatrical and workrprint footage, or even just a redistribution of the original workprint. How legal is that? I'd assume highly illegal as it's redistributing a copyrighted work but I'm curious.

Any thoughts?
 
scratch that- I dont want to have anyone make a workprint edit for me, that seems illegal but what are tips to finding them?
 
Forget the fan edit part, that's highly illegal i'd assume but I am curious how does one legally access a workprint do they scourage through tapes or is there something more?
