It is working. You can't just click on the .exe: you need to find a GUI or use the command line, which is what the bit in code in my previous post was showing. It needs to be adjusted to fit your directory structure.
e.g.
"C:\eac3to324\eac3to.exe" "C:\myaudio.ac3" "C:\myaudio.wavs"
Once you've done this, copy it to the clipboard, start the command prompt, click on the little black icon in the top-left, and go to Edit--> Paste and hit enter.
There are color-coded instructions for using eac3to in the FAQ of my guide. (Ignore the part that relates to slowing down the audio i.e. the switch.)
