Handbrake setting an automatic bitrate limit?

Ever since I updated to the latest version of Handbrake (1.5.1), a bitrate limit seems to have been forced upon us. Trying to encode in SuperHQ 1080p, placebo mode, average bitrate mode, 2-pass encoding, no matter how high the bitrate I'm aiming for, it gets automatically reduced to about 25Mbps. This was definitely not the case in the previous version (learned this the hard way while experimenting, I once mistakenly sent a bitrate so high that the file ate up all my available disk space). What happened?
 
Sounds like they fucked up. Thanks for advising. You should let the devs know.
