35mm Prints = Fanedits?

Question I wanted to ask the faneditors here, do you consider fan 35mm prints (like the Project 4K77) to be fanedits?

I ask since a lot of people seemingly consider it to be a fan edit, whether because of the cleanup fans give the prints or for the sole reason of it not being official because it's "made"/from fans and not the studio.
 
I'd say that if there are no changes beyond scanning and cleaning up, they wouldn't be fanedits, but fan restorations. That is, tangentially related but not the same thing.
