Shutter Encoder is a free, frequently updated video and audio conversion (and to a degree, editing) program with many features including applying LUTs, converting HDR footage to SDR, cropping, subtitle editing, duplicate frame detection, automatic cut detection, and more. It's sort of like Handbrake in some respects, but with a wider feature set.

Can vouch - Shutter Encoder is really fantastic. Basically combines a whole lot of free programs into a Swiss Army knife of video / audio conversion with a relatively easy to use UI.
 
How are the results with HDR to SDR conversion? I'm looking to get an SDR from an HDR video as close as possible to what the Blu-ray would look like. Is it dependent on the source or is there a universal method?

A little of both, I think. I had a stellar result with The Transformers: The Movie for my next edit using just the basic HDR-to-SDR option, but my current WIP, Star Trek: Generations, came out quite dark so I had to tweak it using LUTs.
