Could you please post a short clip showing us what you are encountering, please?
 
I've had a play around, and I think if I export as a basic VOB or MPG file it should be fine without any artifacts.

The source is SD DVD so I don't need to use handbrake or anything.

It doesn't seem to be on the same problematic level as the DW DVDs.

It only occurs if I re-encode as MP4 or AVI.

I'll keep my eye on it as I progress though.
