Lowering the volume of the audio

I am doing a cross fade for a scene transition and it involve music in both scenes. The transition between the music works fine and in my opinion blends well. Unfortunately the audio for the second scene is quite loud compared to the first scene. Even with the cross fade the "jump" in volume is a bit jarring. I was wondering if there is a way to fix this.
 
What program are you editing with? Changing the volume of an audio track should be fairly straightforward.

Oops, sorry, I should have mentioned that. I am using Womble.
 
Ok, I was able to figure it out on my own. There is an "Audio Line Editor" feature in Womble and it allows me to do what I want to accomplish.
 
There is, and it does. :) You might also consider adjusting the master slider in the volume control (Ctrl+W).
