issues with converting .flac files to wav's properly

So right now I have 13 flac files I need to turn into one wav. Unfortunately all the programs I find can only convert them to 44.1khz but tmpg express needs at least 48 or 96khz. Can anyone suggest a program or technique to get these files converted properly.
 
virtual dub can also change the bitrate.
