Fix micro stuttering in raw footage

So I've discovered a new problem. The 720p TV Rip footage I'm using has a very tiny, almost invisible pulsing stutter to it, especially noticeable in panning scenes. It's slight enough that normally it doesn't bother me or affect the edit, but I'm using non-stuttering SD DVD footage to crop out tv logos and such on the tv rips, and it creates a noticeable problem when the two are overlapped. This issue is burned into the raw footage I have. Is there any way I can try to fix this easily with a commercial program like After Effects or Davinci Resolve, or am I kinda screwed?

Looks like an incorrect frame rate is baked in to your captured footage. If so, it is not easy to fix.

Agreed. It's possible that the only way to fix that is to go through it frame-by-frame and trim/reorder the incorrect frames.
