Editing software with frame accurate cuts AND exporting without re-encoding

As Womble just died on my computer yesterday and It seems that I can't fix it (didnt try only complete re-install of the whole system which I don't want to do right know), there's a question:

Is there another software which allows to do frame accurate cuts and, at the same time, can export files without any re-encoding which Womble was able to do?
This allowed to do quick fixes for any spotted errors on my working file without spending hours for another re-encode...
 
Under very strict probably annoying circumstances Adobe Premiere supports exporting without re-encoding.
 
And what are those circumstances?
 
I use Avidemux and Losslesscut . They dont re-encode and work best on x264 and cut on keyframes . I prefer Avidemux and the bigger the file the more keyframes and more accurate cutting is .
 
Nah, that's not good. I'd rather re-encode whole thing than allow to being limited to cutting on keyframes only.
 
I can rework and render on vegas without re-encoding, but that's because I work in lagarith lossless and export as lagarith lossless. Not sure if that will be relevant for you or not.
 
If that is some enormous sized file (and losless usually points to it), then that's not for me. Struggling for some available hard-drive space all the time...

Luckily it looks like I've handled situation with womble so I may return to my usual workflow until something happens again. Still, knowledge of any alternatives would be useful.
