I'm curious as to how 3D text is handled for, say, the Harry Potter films, and such and such. Is Paint 3D or Photoshop a viable option?

Not meaning this in a patronizing way at all, I think if you google and youtube search the particulars of what you're looking for you'll be able to find what works best for your current tools. Blender is a free option that I've used to create 3D texts. You can probably find templates for Harry Potter logos.
