Creating (and Exporting) Chapters in Premiere

I want to export chapters in my final render, but I never seem to do them right. Is there some easy trick I'm missing? I can do it in Audition but Premiere doesn't save them into the MP4 even when I export metadata. I'm sure I'm just missing a simple step. Got any pointers or a different solution? Can't I just type in some times or something that saves an XML?
 
From what I can tell, Premiere doesn't embed the chapter metadata correctly in MP4 exports. The most common workaround I've seen is to export as an H.264 MOV (which will correctly embed chapter data) and then repack the resultant file as an MP4 using AVIDemux, Shutter Encoder, or FFMPEG.

Personally, I use the chapter editor function in MKVToolnix, as I prefer MKVs over MP4s.
