BASEKetball exists as a standard DVD. Does not exist as Blu-Ray.

If I had an MKV of a 720P broadcast of BASEketball, which does exist....

1) Can this be made into a Blu Ray legit as a preservation?
2) Is MKV an appropriate source for conversion to Blu Ray?

Was looking at this as a method : http://brothers_grim.webs.com/bd/index.html

Why not make an AVCHD?

As far as it being a legit preservation, there is a commercial release of BASEketball. So even though it's not in your preferred format, it's available.

I will defer to AvP on this matter.

It would come under custom.
