Advanced effects editing with Mac

I have a Mac, and I want a program that will help me edit certain sections of a frame, and not the entire image. For example, I'm curious as to what Voldemort's eyes would have looked like from "Goblet of Fire" onwards if they have been red with slits as described in the book. And no, I don't want to suggest me watching "Sorcerer's Stone" for that answer.

I am sure Final Cut Pro could do what you want to do, but I don't have experience there (I am a PC user). Either Adobe Premiere or After Effects will do this. You may be able to mask out a section and color correct with Premiere. After Effects is a more appropriate software though.
