From Wired, a new bill being worked on (for quite some time) to create a system for identifying, alerting, educating and penalizing violators of copyright.
What is pertinent to our site is the following passage:
This could simply be an attempt to take a slower approach than SOPA and PIPA, and then broaden the scope once this gets through the door.
Another interesting tidbit; there is a provision to protest a strike. $35 gets you a date with arbitration service, which could provide the opportunity to argue that faneditors work is not an infringement.
I still view fanedits as clearly protected under fair-use, but it of course remains untested.

It’s easily detectable, as IP addresses of internet customers usually reveal themselves during the transfer of files. Cyberlockers, e-mail attachments, shared Dropbox folders and other ways to infringe are not included in the crackdown.
