I need to know how to fix audio that is high and low in certain spots and correct it to all stay at the same level.
 
normalization might help you out in this situation. Probably best to have it set to match the peak volume of your lower audio. This way once all audio is the lower level, you can use normalization again to gently raise it without distorintg and keeping the full "Umph" it may have.
