can you paint directly on a video....like in the credits...removing someones name...the credits have blk background white letters.....i hve sony vegas pro 9.0 photoshop cs5
 
not exactly. Do the credits scroll? or does the name fade in and out?

If it scrolls, I would export the section to an image sequence, and paint out the name on each frame in photoshop, then put back the images back into a video file, and replace in Vegas

if it doesnt scroll, you can mask out the name pretty easily, since its black and white. <- you can also use this technique if it does scroll, you just have to animate the mask with keyframes and take care that it moves exactly with the video.
